Transportation Symposium Recap

The Specialized Carriers & Rigging Association (SC&RA) Specialized Transportation Symposium once again proved to be a vital hub for industry collaboration, providing the ideal setting for regional state meetings and SC&RA committee discussions. Attendees who arrived early for the Symposium were encouraged to participate in Tuesday’s all‑day regional state meetings, followed by Wednesday morning’s committee meetings, both of which delivered valuable insights into emerging regulatory changes, permitting system updates, and anticipated harmonization across jurisdictions.

A tremendous amount of information was shared throughout the two days, underscoring the rapid evolution taking place within specialized transportation. Below are several key highlights announced by state officials and committee participants. Permit America extends sincere appreciation to those who dedicated their time and expertise to keeping the industry informed and prepared.

State & Regional Updates 

 

    • North Dakota (ND)
      ND has finalized an agreement with ProMiles to develop a new online permitting system, with a tentative launch scheduled for July 2026.
    • Oklahoma (OK)
      OK has also signed with ProMiles to introduce a redesigned online permitting system. The state is evaluating potential updates to accompany the rollout, including expanded amendment options. Additionally, lawmakers are currently considering permit fee increases in the latest legislative session.
    • Maryland (MD)
      A newly updated route survey form has been released and is now available for use.
    • Illinois (IL)
      IL is moving toward integrating IL Tollway permits into its existing ITAP online permitting platform. The project is expected to begin in January 2027 with a targeted completion date of December 2029, if not earlier.
    • Indiana (IN)
      IN is enhancing convenience and safety by adding QR codes to permits, enabling turn‑by‑turn audible directions.
    • Quebec (QC)
      QC is working toward replacing police escorts with certified escorts, with full implementation estimated for 2027. Discussions remain underway regarding whether certification will be managed publicly or privately.
    • Massachusetts (MA)
      Bills proposing an increase to the superload threshold from 130,000 lbs. to 199,000 lbs. are currently progressing through state committees.
    • Kentucky (KY)
      KY has an increase in permit application rejections due to bridge failures. The rise is linked to updated bridge data that now incorporates shear as a determining structural factor.

The updates shared during this year’s symposium reflect a broader momentum toward modernization, improved safety, and increased clarity across state permitting processes.
